Issue a writ, order or direction in the nature of mandamus directing the learned Commissioner Bareilly Mandal Bareilly (respondent no.2) to decide the appeal of the petitioner expeditiously as early as possible and further this Hon'ble court may graciously be pleased to stay the effect and operation of the order dated 03.09.2024 passed by Sub-Divisional Magistrate Tehsil Sadar District Budaun during pendency of the appeal No.63 of 2024, Shri Pankaj Kumar Versus State of U.P. and Others, pending before Commissioner Bareilly Mandal Bareilly to meet the ends of justice." 4. The appeal of the petitioner is pending consideration before respondent no.2 and a direction be issued for expeditious disposal of the same. 5. Learned Standing Counsel submits that appeal of the petitioner would be decided in a time bound manner. 6. Considering the facts and circumstances of the case, it is hereby provided that the respondent no.2-Commissioner Bareilly, Mandal Bareilly shall decide the Appeal No.63 of 2024 (Shri Pankaj Kumar Versus State of U.P. and others) filed by the petitioner in accordance with law, preferably within a period of two months from the date of production of a certified copy of the order. 7.
