The present writ petition is filed assailing inaction of the State Government in bringing out necessary notifications pursuant to direction passed by the Hon’ble Apex Court in Usha Devi Vs Pawan Kumar reported in 2008 Supreme SC 1602. The present IA is filed for impleadment of Commissioner and Secretary to the Govt. of Assam, Transport Department, Janata Bhawan, Dispur, Guwahati-6 as respondent no. 7 inasmuch as it is the contention of the petitioner that such policy can be implemented by the said authority only. Ms. M. D. Borah, learned Standing Counsel, Transport Department submits that Page No.# 3/3 she has no objection for impleading the respondent no. 7. This Court is also of the opinion that the respondent no. 7 is the necessary party.
