Ateeq Khan,Bhanupriya Singh Counsel for Respondent :- C.S.C. Hon'ble Attau Rahman Masoodi,J. Hon'ble Subhash Vidyarthi,J. 1. The public interest litigation petition relating to the award of contract by the State on the basis of a wide publicity inviting tenders wherein all the competent persons participated in the tender process is an area where the aggrieved party out of any irregularity or illegality is not financially so vulnerable that it may occasion for a public spirited person to initiate the proceedings in public interest. 2. The present public interest litigation is one such instance where instead of any aggrieved person having participated in the tender process, the matter has been brought to this court by a public spirited person, which does not appear to be bona fide. 3. The writ petition does not satisfy the real purpose of public interest litigation. Thus, we decline to entertain the writ petition. The petition being is accordingly dismissed.
