2 The Court made the following: f ORAL ORDER: Heard Sri Ch. Nagendra Sarma, learned Counsel for the Writ Petitioner, Sri P. Rajesh Kumar, learned Assistant Government Pleader for Panchayat Raj appearing for the Respondent Nos.1 & 3 and Sri D.M. Vidya Sagar,
learned Counsel representing Sri M. Sudhir, learned Standing Counsel for the Respondent Nos.2 & 4. 2. Sri D.M. Vidya Sagar, learned Counsel appearing for the Respondent Nos.2 & 4 has submitted the Written Instructions furnished by the Panchayat Secretary, Ulavapadu dated 19.03.2025. Copy of it is supplied to the Counsel for the Writ Petitioner as well and the same is taken on record. The relevant portion of the Written Instruction is usefully extracted hereunder:
“Currently, the government has established a new website called Swarna Panchayat in the year 2024 and has announced that Gram Panchayat taxes and other matters related to Gram Panchayat should be registered on this website. We have registered Grama Panchayat house taxes and others in the respective web portal as per the instructions of the concerned government. The Swarna Panchayat website of this is also for Gram Panchayat Secretary for log in and enter complete information. Currently, the work on this site is not complete. Even its Swarna Panchayat website does not provide citizen related public login, so currently any citizen can visit gram panchayat to check their required information details and know their details only. Smt Shaik Noore Rasool Bee W/0 Kalesha's house tax is also registered. I am submitting the house tax details of Sheikh Noore Rasool Bee W/0 Kalesha through my login. I am reporting to you the fact that the matter requested by the petitioner is not within my scope, slating that if the government gives them the opportunity to download the information for paying tax on the Swarna Panchayat portal for the citizens to look at, they can also inform them and all the people of the Gram Panchayat.” c
3 The above extract would indicate that the Government of Andhra Pradesh has established a new website called Swarna Panchayat in the year 2024 and has announced that the Gram Panchayat taxes and the other matters should be registered on this website. It is also stated that the said Swarna Panchayat website allows Panchayat Secretary to log in and enter complete information: and that, currently, the work on the site is not complete. The above extract would also indicate that the Petitioner is required to approach the Secretary of the Gram Panchayat to vindicate his grievance. 3.
Having regard to the above extract, this Court deems it appropriate to dispose of this Writ Petition, at the admission stage, without going into the merit, directing the Writ Petitioner to approach the Panchayat Secretary for redressal of his grievances by way of Written Representation. Let the Written Representation be submitted by the Writ Petitioner to the Panchayat Secretary (Respondent No.4) within one week from today.
