[2] This present petition has been filed under Article 226 of the Constitution of India seeking the following reliefs:- “i) Issue Rule upon the Respondents to show cause as to why a writ in the nature of Mandamus and/or order/orders and/or direction/directions of like nature shall not be issued whereby quashing & cancelling the impugned letter vide No.F.TU/REG/MISC/01/2023, dated 23.07.2025, issued by the Registrar, Tripura University. (ii) Issue Rule upon the Respondents to show cause as to why a writ in the nature of Mandamus and/or order/orders and/or direction/ directions of like nature shall not be issued whereby directing the Respondents to upgrade the pay of the Petitioner to Level 12 (GP 7600) from his existing pay of Level 11 (GP 6600) w.e.f. 24.02.2019 and grant arrears of all consequential benefits flowing therefrom. (iii) Make the rules absolute. (iv) Call for records. (v) Pass any further order/orders as this Hon'ble High Court considered fit and proper.” [3] After perusal of the record, it has been seen that the respondent no.2 issued a communication letter dated 23.07.2025 addressed to the petitioner herein. But, in the said letter the reason for rejecting the plea of the petitioner has not been properly explained. [4] In view of the same, without expressing any opinion on the merits of the case, this present writ petition is remanded back setting aside the impugned order dated 23.07.2025 to pass a speaking order by the concerned respondent(s) within 01 month from the date of receipt of the copy of this order in accordance with law. In the event, if the petitioner becomes further aggrieved, he will be at liberty to challenge the same and the principle of res-judicata would not apply. . With the above observation and direction, this present writ petition stands disposed of. As a sequel, miscellaneous application(s), pending if any, shall stand closed. DR.
