The present petition has been filed challenging the order dated 15.01.2025 (Annexure No.1), whereby it was held that the petitioner was guilty of mis-utilizing the fund and misappropriating the same, for which the authority was also directed to lodge the FIR. 3. Learned counsel for the petitioner argues that the order, on its very face, is expropriator in nature and the petitioner has not even been heard. 4. Prima facie, finding that no opportunity of hearing was granted or is recorded in the impugned order, the order dated 15.01.2025 is clearly in violation of the principles of natural justice, as such, on the said limited ground, the order dated 15.01.2025 is quashed. 5. The respondents may initiate fresh action, if so advised, in accordance with law. 6. The writ petition is allowed.
