The case of the Petitioner is that Jal Jeevan Mission (JJM) is an endeavor of the Department of Drinking Water and Sanitation under the Ministry of Jal Shakti, Government of India, to ensure potable drinking water security on a long-term basis to every rural household among others. The main pipeline under the Jal Jeevan Mission carrying drinking water runs through the Petitioner's Patta land. 3. The grievance of the Petitioner is that when the concerned officer came to install the Drinking water pipe to the house of the Petitioner on 26.05.2023, the persons belonging to the same village namely Mr.T.K.Sekar, Mr.Kumar and Mr.Govindan threatened the Officers and Panchayat President 2/7 https://www.mhc.tn.gov.in/judis W.P.No.5169 of 2025 and sent back the Officers and JCB which came for installation and the same was informed to the respective officers and the 1st respondent herein. 4. Pursuant to the same, the Petitioner had made a representation dated 30.05.2023 to the 1st respondent, and the 2nd Respondent had issued a letter to the 3rd Respondent on 05.06.2023 to provide a drinking water connection to the Petitioner under the Jal Jeevan Mission, and a copy of the same was sent to the Petitioner. Based on the said letter, the Petitioner approached the 3rd respondent to provide a drinking water connection, but the same was rejected by the 3rd Respondent. 5. Learned counsel appearing for the petitioner would submit that the Petitioner gave another representation to the 1st respondent and 2nd Respondent about the said issue, based on the same, the 2nd Respondent had issued a letter dated 24.07.2023 to provide drinking water connection to under Jal Jeevan Mission and also ordered to give police complaint against the persons who were disturbing the installation of drinking water pipes. However, the 3rd Respondent once again refused to install pipes, and therefore, the Petitioner gave a complaint before the Tharamangalam Police 3/7 https://www.mhc.tn.gov.in/judis W.P.No.5169 of 2025 Station on 01.08.2023, and the complaint was registered vide CSR No.479/2023. 6. Learned counsel would further submit that the 2nd Respondent had once again issued a letter to the 3rd respondent on 24.09.2024 to provide drinking water connection to the Petitioner under Jal Jeevan Mission and also stated that after continuous letters and memorandum, failure to provide water connection to the Petitioner amounts to contempt. Despite continuous follow-ups, the 3rd Respondent refused to provide drinking water connection to the Petitioner and failed to obey the orders of the 2nd Respondent. Aggrieved by the same, the petitioner has come up with the present Writ Petition. 7. Learned Additional Government Pleader appearing for respondents 2 and 3 would submit that the drinking water connection will be given to the petitioner within a period of two weeks. 8. Heard both sides and perused the materials available on record. 9. Without going into the merits of the case, the 3rd respondent is 4/7 https://www.mhc.tn.gov.in/judis W.P.No.5169 of 2025 directed to provide a drinking water connection to the petitioner under the Jal Jeevan Mission (JJM) scheme within a period of four (4) weeks from the date of receipt of a copy of this order. Post the matter “For Reporting Compliance” on 25.03.2025. In the result, the writ petition stands disposed of with the above observations and direction.
