Mr. Shubhang Dobhal, learned counsel for the petitioners. 2. Mr. Naryan Dutt, learned Standing Counsel for the State of Uttarakhand. 3. Mr. Bhuwan Bhatt, learned counsel for the respondent-Nagar Palika Parishad, Mussoorie. 4. Since common questions of fact and law are involved in these petitions, therefore, these petitions are clubbed together and decided by this common judgment. However, for the sake of brevity and convenience, facts of WPSS No. 1593 of 2025 alone are being considered and discussed. 5. Petitioners are serving as daily wager in Nagar Palika Parishad Mussoorie for discharging duties as a Group ‘D’ employee. According to them, they are serving as such for more than ten years, but their claim of regularisation has not been considered so far. 6. By means of this writ petition, petitioners have sought the following reliefs:- (i) Issue a Writ, Order or direction in the nature of certiorari quashing the impugned order dated 09.09.2025 (Contained as Annexure no. 5 to this writ petition) issued by the Executive Officer Nagar Palika Parishad, Mussoorrie, Dehradun. (ii) Issue a Writ, Order or direction in the nature of 2025:UHC:8660 mandamus commanding the respondents to pay the Petitioners minimum of pay scale Rs. (5200- 20200) with grade pay Rs. 1800 to the Petitioners as being paid to the regular employee working on the class IV post on the principle of equal pay for equal work. (iii) Issue writ rule or direction in the nature of mandamus commanding and directing to the respondents to regularize the services of the petitioners on Class IV post in the respondent department. 7. Learned counsel for the petitioners refers to order dated 29.03.2022 passed in WPSS No. 490 of 2022 and submits that since identical issue was dealt with in that case, therefore, this writ petition also deserves to be decided in terms of said order. 8. Mr. Bhuwan Bhatt, learned counsel appearing for Nagar Palika Parishad Mussoorie does not dispute the submission made by learned counsel for the petitioners. 9. Accordingly, the writ petitions are decided in terms of order dated 29.03.2022 passed in WPSS No. 490 of 2022. Executive Officer, Nagar Palika Parishad Mussoorie shall consider and decide petitioners’ representation(s), within four weeks from the date of production of certified copy of this order. Till decision on petitioners’ representation(s), they shall be paid minimum of pay scale, payable for the post held by them.
