The petitioner alleges hindrance in her possession of the land of which she claims to be the Bhumidhar, by the Forest Department. However, we do not find the Forest Department or its officials having been arrayed as an opposite party herein. The opposite party no. 4 has been arrayed by name, therefore, merely because, he is also an official of the Forest Department, will not make the petition maintainable. We accordingly dismiss this writ petition, however, with liberty to the petitioner, either to approach the concerned authorities or to prefer a fresh writ petition with necessary parties arrayed therein.
