The record indicates that the service on the respondent is not complete as the revisionist did not take proper steps. The record further indicates that by means of order dated 01.03.2016 merely notice was issued to the respondent and it was specifically provided that mere pendency of the revision will not mean that any stay order has been passed in the revision. Apparently, since there is none to press the revision, it may be a possibility that since the proceedings have not been stayed. The revision may have lost its efficacy.
