The petitioner's contention is that he had been assigned the subject lands vide proceedings of the first respondent dated 07.05.1996 in Sl.No.668/MRIV/F.A.O. No.2240 and he has been in possession of the same continuously without any interruption since then. The petitioner would submit that since he has been in possession for over two decades and as the conditional patta has not been converted into ayan patta, he had made a written representation on 29.02.2024 to the second respondent to consider his request for converting the assignment patta in ayan patta. The second respondent had received the same but had not considered the petitioner's request. This request was turned down by the impugned order of the third respondent, aggrieved by which, the petitioner is before this Court. 3. Heard the learned counsel on either side. 4. A mere perusal of the impugned order would show that it is an one-line non-speaking order. The reasons for the refusal has not been spelt out. Therefore, the writ petition is allowed and the impugned order is set aside. The matter is remitted back to the third respondent for fresh consideration of the petitioner's representation dated 30.07.2024. The third respondent shall give a personal hearing to the petitioner and is directed to pass orders on the said representation of the petitioner within a period of two months from the date of receipt of a copy of this order. No costs.
