Sanjeeva Rao, learned Assistant Government Pleader for Revenue and Sri V. Sai Kiran, learned Counsel representing Sri YarraguntlaKoteswara Rao,Standing Counsel for Gram Panchayat. 2. Sri Sita Ram Chaparla, learned Counsel for the Writ Petitioners would submit that the Writ Petitioners have not received the earlier Notices. 3. Sri V. Sai Kiran, learned Counsel has placed on record the Written Instructions furnished by the Panchayat Secretary of Kodurupadu Gram Panchayat along with certain documents. He has also supplied the copies of the Notices issued to the Writ Petitioners on 25.01.2022 along with the proof indicating that almost all the Writ Petitioners were served with the Notice dated 25.01.2022. There are acknowledgments by the Writ Petitioners to indicate that they have, in fact, been served with the Notices dated 25.01.2022. Copies of it are supplied to the Counsel for the Writ Petitioners and the same are taken on record. 4. However, on the basis that no Explanation was offered by the Writ Petitioners to the several Notices issued on 25.01.2022, 24.04.2023, 25.05.2023 and 19.11.2024, the present Impugned Proceedings in the nature 5 of the last Notice dated 11.02.2025 has been issued to the Writ Petitioners (Ex.P.1). 5. Having considered the facts and circumstances, this Court is of the view that one more opportunity should be provided to the Writ Petitioners to submit their detailed Explanation in response to the various Notices including the Impugned Notice dated 11.02.2025 (Ex.P.1). 6. In the above premise, this Court deems it appropriate to dispose of this Writ Petition at the admissions stage, without going into merit directing the Writ Petitioners to submit a detailed Explanation to the Notices issued by the Official Respondents, in particular to the Notice dated 11.02.2025 (Ex.P.1), within a period of four (04) weeks from today. 7. On receipt of such Explanation to the Impugned Notice dated 11.02.2025, the Official Respondents are directed to consider the same and pass a Speaking Order in accordance with law within a period of six (06) weeks thereafter and communicate a copy of such Order to all the Writ Petitioners forthwith. 8. Writ Petitioners are directed to submit a copy of this Order along with the Explanation which is now required to be submitted to the Respondents. 9. With these observations and directions, this Writ Petition stands disposed of. No order as to costs. 10.
