Precisely, the grouse of the petitioner, as has been highlighted in the petition and further canvassed by Mr. Onkar Jairath, learned counsel representing the petitioner is that though petitioner herein was appointed as Anganwadi Helper, six years back, vide order dated 26.07.2019 (Annexure P-4), but till date, she is not being considered for promotion to the post of Anganwadi Worker. 1Whether the reporters of the local papers may be allowed to see the judgment? 2 3. Mr. Onkar Jairath, learned counsel representing the petitioner, states that though earlier the petitioner did not possess requisite experience, but now vide notification dated 24.08.2023, five years service is required as Anganwadi Helper for promotion to the post of Anganwadi Worker and since the petitioner has completed more than five years service, coupled with the fact that she also possesses educational qualification of 10+2 and post of Anganwadi Worker is available, respondents be directed to promote the petitioner as Anganwadi Worker at Anganwadi Center, Dhanala, under ICDS Project Pangi, District Chamba, Himachal Pradesh. 4. Though by way of reply to the petition, afore prayer made on behalf of the petitioner has been opposed, but once it is not in dispute that reply was filed prior to issuance of notification dated 24.08.2023, whereby condition of experience of eight years has been reduced to five years, coupled with the fact that petitioner has been working against the post of Anganwadi Helper for more than six years, this Court sees no impediment inasmuch as issuing directions to respondents to consider and decide the case of the petitioner for promotion to the post of Anganwadi Worker at Anganwadi Center, detailed hereinabove, taking note of notification dated 24.08.2023, whereby admittedly Anganwadi Helper, having experience of five years, is entitled to be considered for promotion to the post of Anganwadi Worker. Ordered accordingly. Since petitioner has been fighting for his rightful claim for quite long, this Court 3 hopes and trusts that needful in terms of instant order shall be done expeditiously, preferably, within a period of two months.
