According to petitioner, a piece of land was allotted by Forest Department to a Cooperative Society in the year 1950, and it was a lease granted for a term of 99 years, which is still valid. Petitioner further claims that he is member of that Cooperative Society, therefore, he is entitled to cultivate the land, which lies within forest area. 3. Petitioner wants electricity connection for his Tube Well, which has been installed over the said piece of land. Forest department has denied NOC, therefore, Uttarakhand Power Corporation Limited has not granted electricity connection to the petitioner. By means of this writ petition, petitioner has sought the following relief: “To issue a writ, order or direction in the nature of mandamus commanding the respondents to provide electricity connection to the petitioner over the property in his possession i.e. Ward No. 30, Meeranagar Bapugram, Tehsil Rishikesh, District Dehradun forthwith.” 2025:UHC:8486 4. Learned State Counsel submits that petitioner has prayed for a writ of mandamus without making a formal demand to the competent authority. Mr. Rahul Consul, learned counsel appearing for the petitioner submits that petitioner be permitted to make representation to the competent forest authority. 5. Accordingly, the writ petition is disposed of by permitting petitioner to make representation to the Divisional Forest Officer, Rishikesh, within ten days from today. If petitioner makes such representation, the D.F.O. concerned shall take decision thereupon within four weeks thereafter.
