For the respondents : Ms. Sunita Sharma, Senior Advocate, with Ms. Sugandh Verma, Advocate. Ajay Mohan Goel, Judge (Oral) By way of this petition, the petitioner has, inter alia, prayed for the following reliefs:-
“A. Issue a writ of mandamus or any other appropriate writ directing the Respondent to install the prepaid meter in terms of Section 47 (5) of the electricity Act, 2003 and give all consequential benefits of the 3% & 1.5% rebate in terms of Tarif Order for FY for the year 2022-2023; 2023- 2024, 2024-2025 & 2025-2026, from the date of showing the preparedness in terms of communication dated 22.02.2022 (Annexure P-3 Colly.) read with in Schedule F 1 Whether reporters of the local papers may be allowed to see the judgment? 2 2025:HHC:9996 (II) (1) of the Himachal Pradesh Electricity Regulatory Commission (Distribution Performance Standards) Regulations, 2010. B. Issue a writ of mandamus or any other appropriate writ to quash and set-aside the communication (Annexure P-4 Colly.) issued by the Respondent board to the petitioner rejecting the claim of the petitioner on the ground of technicality as the same reasons stood adjudicated by this Hon'ble Court in its Judgment dated 23.12.2024 passed by this Hon'ble Court in CWP 4345/2023 (Annexure P-6) and applied by this Hon’ble Court in its judgment dated 26.03.2025 in CWP 2844 of 2024 (Annexure P-7).”

When the case was taken up for consideration, the Court stands informed that the issue is no more res-integra and it is covered by the judgment of the Hon’ble Coordinate Bench passed in CWP No.4345 of 2023, titled as M/s Vardhman Ispat Udyog versus Himachal Pradesh State of Electricity Board Limited and other connected matters. 3.
In the light of the fact that the controversy raised in this petition being squarely covered in terms of the judgment of the
3 2025:HHC:9996 Hon’ble Coordinate Bench has not been disputed by the respondents, this petition is disposed of with the observation that the direction passed by the Hon’ble Coordinate Bench be construed to have been passed in this writ petition also mutatis mutandi and all directions issued therein should be read as having been passed in the present petition also. 4.
