Impugned order in this writ petition is dated 5.10.2019, therefore, there is a delay of more than 5 years in approaching this Court. 2. Sri Om Prakash Mishra, learned counsel for the petitioner refers paragraph 19 of the writ petition which is reproduced hereinafter that under writ jurisdiction such explanation can be considered and matter can be heard on merit: "That the petitioner is very poor person who has tendered his services for the aforesaid period bu he was not paid salary. Present petition is highly delayed due to extreme poverty of petitioner." 3. Sri Shesh Kumar Srivastava, learned counsel for the University has opposed the above submission and submitted that even the issue of limitation be considered in a lenient view, but such an explanation is very vague. 4. I have considered the above submissions and perused the records. 5. Above referred explanation in approaching this Court after five years is very vague. Even otherwise, this Court does not find any substantial ground in this writ petition to challenge the impugned order since appointment of the petitioner was dehors the relevant provisions. 6.
