Petitioner made a complaint against respondent No. 5, who is serving as Incharge Chief Engineer in Uttarakhand Pyjal Nigam. 3. The Secretary, Drinking Water has considered and rejected the complaint, based on an inquiry report, submitted by Managing Director, Uttarakhand Jal Sansthan, by passing a detailed order. In this petition, petitioner has challenged the said detailed order, passed by Secretary, Drinking Water. 4. Perusal of the order passed by Secretary, Drinking Water reveals that he has considered the issues raised by petitioner in his complaint and appropriate reasons have also been indicated for not accepting the allegations made by petitioner. 5. This Court finds substance in the submission made by learned counsel for respondent that petitioner do not have a locus standi, as he is a busybody, who has no direct interest in the matter. 6. Accordingly, the writ petition is dismissed.
