By means of this petition filed under Article 226 of the Constitution, the petitioner has prayed for the following relief: "(i) issue a writ, order or direction in the nature of mandamus commanding the respondent authorities to pay the honourarium of the petitioner for the post of Manrega Lokpal from 26.12.2018 to March, 2023 along with interest @ 18 % per annum, within stipulated period as specified by this Hon'ble Court." 3. Learned Standing Counsel states that the concerned respondent has not been impleaded in the petition. As according to him, the Joint Development Commissioner, Prayagraj Division, Prayagraj is the competent authority. 4. The petitioner is permitted to implead the Joint Development Commissioner, Prayagraj Division, Prayagraj as respondent no.12 in the array of the parties, forthwith. 5. In view of above, this petition stands disposed of with the direction to the petitioner to make a representation before the newly impleaded respondent no.12 within a period of four weeks from today. In the event, the petitioner makes such representation ventilating his all grievances with regard to payment of honourarium for the period in question, the same shall be considered and disposed of by means of a speaking and reasoned order within a further period of two months thereafter, by the competent authority.
