Learned counsel for the petitioner could not dispute the aforesaid facts. 4. Accordingly, the writ petition is dismissed on the ground of jurisdiction. 5. However, liberty is given to the petitioner to file fresh petition before Lucknow Bench of this Court, if so advised.
