The operative portion of the said order is as follows: “..Having regard to the facts and circumstances of the cases and on considering the submissions of learned counsel for the petitioners, without touching the merits of the cases, in the interest of justice, this Court is inclined to dispose of the present writ petitions. 9. Accordingly, the all the Writ Petitions are disposed of. The impugned Memos in all the writ petitions are hereby set aside. Further, the 2nd respondent is directed to entertain the appeals and applications to condone the delay and dispose of the same, as expeditiously, as possible, by affording an opportunity to the petitioners, in accordance with statutory provisions under law. “ 2.
