This Court, by order dated 11.02.2025, had observed in paragraph no. 4, and issued directions in paragraph nos. 5 & 6 as under : “4. Be that as it may, a transfer has far more effects, which can be onerous both financially and otherwise too. It is not forthcoming as to whether the Corporation has any guidelines in respect of transfer of its employees. 5. This Court is of the considered opinion that it would be appropriate to direct the Corporation to frame transfer guidelines, probably in consonance with the Uttarakhand Annual Transfers for Public Servants Act, 2017, otherwise there is every possibility that orders of transfers could be challenged on the ground of arbitrariness or unreasonableness. 6. In that view of the matter, it would be appropriate that the Corporation comes up with the transfer guidelines within three months from the date of receipt of a copy of this order, and those guidelines be submitted before this Court on or before 02.06.2025 to report compliance.” 5. By the said order, the respondent-Department was directed to formulate transfer guidelines, and submit it before this Court on or before 02.06.2025. It is almost a month since the deadline has passed, yet again an application is made seeking for three months’ time. It is ironical to note that a Department, that has been in existence from pre-independence period, is still struggling to formulate a simple transfer policy. The reasons assigned do not inspire confidence in the Court. 6. Be that as it may, we are of the considered opinion that, in view of the undertaking by the counsel for the respondent-Department, that no further extensions would be asked, we extend the time stipulated, by a further period of two months for compliance with the directions issued earlier. It is made clear that no further extensions will be granted, and, in the event, the directions are not complied with, the respondent-Department shall run the risk of contempt proceedings. 7.
