Heard learned Counsel for the parties and perused the record. 2. The present writ petition has been filed for the following relief. "i). Issue a writ, order or direction in the nature of mandamus directing to the respondent no.2 shall take decision on the application dated 30.08.2024 given by the petitioner regarding enquiry of the Khasra No.736 area 2 bigha 13 biswa, 3 biswansi i.e. 0.6120 hectare situated in village Naraich Ii, Tehsil district Etmadpur Agra, within stipulated period as fixed by this Hon'ble Court." 3. From perusal of the representation, it appears that a complaint for violation of Section 98 of the U.P. Revenue Code, 2006 has been given by the petitioner, which is not being decided. 4. A preliminary objection has been raised by learned Standing Counsel that the petitioner is not the aggrieved person and is only a complainant, therefore, proceedings cannot be expedited at his behest. 5.
