According to petitioners, they are engaged as daily wagers against sanctioned posts in Uttarakhand Open University, Haldwani in 2006; however, their services have not been regularised even after completing nearly 19 years continuous and satisfactory service. By means of this writ petition, petitioners have sought the following reliefs: “i) Issue a writ, order or direction in the nature of mandamus, commanding and directing the respondents to regularize the services of the petitioners as Class-IV employees in Uttarakhand Open University with all consequential benefits. ii) Issue a writ, order or direction in the nature of mandamus, commanding and directing the respondents authority to pay the minimum pay scale and other service benefits to the petitioners.” 3. Learned counsel for petitioners has drawn attention of this Court to letter dated 12.09.2016, issued by Registrar of the University to Principal Secretary, Higher Education, Dehradun. 2025:UHC:7999 4. Mr. Anil Anthwal, learned counsel holding brief of Mr. C.S. Rawat, learned counsel appearing for the University submits that proposal for regularising the services of petitioners has been sent to State Government and the same is under consideration before the State Government. He further concedes that Regularisation Rules, framed by State Government in respect of Government employees, have been adopted by Uttarakhand Open University. 5. Accordingly, the writ petition is disposed of by permitting petitioners to make representation to the competent authority within two weeks from today. If petitioners make such representation within the stipulated time, the same shall be considered by competent authority as per law, within four months thereafter. 6.
