Narendra Babu, learned Counsel appearing on behalf of Sri Narra Srinivasa Rao, learned Counsel for the Writ Petitioner, Sri Krishna Kishore, learned Assistant Government Pleader for Agriculture and Sri Panku Rajesh Kumar, learned Assistant Government Pleader for Panchayat Raj. 2. Sri Krishna Kishore, learned Government Pleader, has submitted the Written Instructions furnished by the District Agriculture Officer, dated 01.04.2025. Copy of it is supplied to the Counsel for the Writ Petitioner and the same is taken on record. 3. The relevant portion of the Written Instructions is usefully extracted hereunder: “It is respectfully submitted that, the total amount of Rs. 24,95,942/-(Rupees twenty four lakhs ninety five thousands nine hundred and forty two only) has not been sanctioned due to non availability of budget under PMKSY 2018-19. It is respectfully submitted that, it is being pursued by the District Agricultural Officer, Chittoor for release of budget to settle the pending bills through Lr.No.C7/297/2018 dated.11.11.2022 and D.O.Lr. No.C7/297/2018 dated.20.02.2023, soon after receipt of 3 the budget the subsidy amount will be paid to the beneficiaries bank accounts through online transfer and the same will be informed to the beneficiaries. It is further submitted that due to non availability of budget the bills were not prepared and uploaded in the CFMS portal. If budget is not available the CFMS will not accept the bills for payment. It is respectfully submit to request that 3 to 4 months time may kindly be provided to obtain the budget from the Government.” 4. Having regard to the above extract, this Court deems it appropriate to dispose of the Writ Petition at the admission stage, directing the Official Respondents, including the Principal Secretaries of the Departments of Agriculture and Finance, to complete the entire process, which includes sanctioning of budget, preparation of bills and uploading them on the CFMS Portal, within a period of twelve weeks and make payment to the Writ Petitioner within four weeks thereafter 5. The Official Respondents shall transfer the admitted amount of ₹24,95,942/- (Rupees Twenty Four Lakhs Ninety Five Thousand Nine Hundred and Forty Two only) into the bank account of the Writ Petitioner and inform the Writ Petitioner about its transfer. 6. The Writ Petitioner is directed to submit his bank details to the Competent Authority within one week from today for effective compliance. 7. With these observations and directions, this Writ Petition stands disposed of. No order as to costs. 8.
