Learned counsel for the respondents has informed the Court that the petitioner has expired in the year 2011, however for last 14 years, no steps have been taken by the petitioner for substituting the legal heir on record. 2. Learned counsel for the petitioner is not in a position to controvert the aforesaid facts. 3.
