Petitioner participated in a selection for appointment as Professor (Anatomy) in All India Institute of Medical Sciences, Rishikesh and after selection, he was offered appointment vide letter dated 13.01.2016, issued by Director, AIIMS, Rishikesh. 3. According to petitioner, when he reported for joining in the concerned department, he was not permitted to join duties. 4. Learned counsel for the petitioner submits that denial of joining to petitioner is without any reason or justification whatsoever, as after issuance of appointment letter, the authorities cannot deny joining to the petitioner. He further submits that offer made to petitioner was never withdrawn. 5. Since petitioner was offered appointment after due selection and the offer made to petitioner was reportedly not withdrawn, therefore we find substance in the submission that official of AIIMS, Rishikesh could not have refused joining to petitioner. 2025:UHC:4960-DB 6. Since petitioner has sought a writ of mandamus, therefore we dispose of the writ petition with liberty to petitioner to approach the Director, AIIMS, Rishikesh regarding his joining in the Institute. 7.
