None present for the petitioner. 2. Dr. Kartikey Hari Gupta, learned counsel for the respondent-University. 3. According to petitioner, he was engaged on contract as Data Entry Operator in Tourism Department of HNB Garhwal University, Srinagar in the year 1999 and he is serving as such continuously ever since then. 4. By means of this writ petition, petitioner has sought the following reliefs:- (i) Issue writ rule or direction in the nature of mandamus to the Respondents no. 1 & 2 for the arrears of the service rendered by the Petitioner with speaking order and grant of maximum pay scale to him since the year 23.05.2000. (ii) Issue writ rule or direction in the nature of mandamus directing to the respondents to consider the case of petitioner for the facts mentioned in the body of the writ petition along with all consequential benefits and arrears and to declare the continuation of the petitioner since, 23.05.2000 on the post of date entry operator is substantive and continuous and for same and identical nature of work for all practical purposes. 5. The Registrar of the University had filed a counter affidavit in which stand taken is that petitioner is being paid remuneration out of Tourism Resource Generation Account of concerned Department and he is not paid any salary from the account of the University. It is further contended that petitioner has repeatedly remained absent for which a 2025:UHC:8834 show cause notice was also issued to him. 6. Be that as it may, since petitioner has sought a writ of mandamus, without making a formal demand before the Competent Authority, therefore, the writ petition is disposed of by permitting petitioner to make representation before the Registrar of the University. If he makes representation within three weeks from today, decision thereupon shall be taken within three weeks after date of receipt of such representation.
