The petitioners claim to be working as Faculty Members in Jammu and Kashmir Institute of Management Public Administration and Rural Development for the past several years. 2. The grievance of the petitioners is that all of them have been directly recruited to the Faculty and there are no promotional avenues in the Recruitment Rules provided for them. It has been submitted that Sub- Committee of the Executive Council in its meeting dated 25th July 2013, vide Agenda Item No. 7 had devised Career Advancement Scheme for Faculty members of the Institute which provided for different stages of promotion but the said decision of the Sub Committee has not been implemented till date as a result of which, the P a g e | 2 WP(C) No. 2595/2025 CM No. 6873/2025 petitioners have been made to stagnate. It has been submitted that some of the petitioners are nearing end of their career without getting even a single promotion. 3. Learned counsel for the petitioners submits that the petitioners would feel satisfied if the respondents are directed to take decision with regard to the implementation of the decision of the Sub Committee with regard to Career Advancement Scheme taken in its meeting on 25th July 2013 so as to redress the grievance of the petitioners. 4. In view of the above, the writ petition is disposed of with a direction to respondent No. 2 and 3 to take a decision in respect of Career Advancement Scheme of the petitioners as has been recommended vide report of the Sub Committee dated 25th July 2013. The decision shall be taken by the aforesaid respondents within a period of three months from the date a copy of this order is made available to the said respondents. 5. Disposed of as above.
