The learned counsel for the petitioner submits that the petitioner is alleged to have committed an offence under Section 420,409 of IPC and a complaint was lodged by Kadapa Municipal corporation Commissioner alleging that the petitioner had illegally applied for Ammavodi padhakam for Rs. 14,000/-. 2.
