Petitioner's application for opening of buffalo meat shop has been denied permission by the concerned authorities of Nagar Palika Parishad, Padrauna Kushinagar on the ground that such shop situates within the dense abadi area and it can cause health hazards. 2. The order of the authorities are not under challenge. The writ of mandamus is sought by the petitioner to direct consideration of petitioner's claim. Recital in the communication of the authority that the proposed shop situates within the dense residential locality and, therefore, may cause health hazard is not disputed. 3.
