The present writ petition has been filed contending that the petitioner is a recorded owner of the property in question. Fifth respondent is making encroachment over it. It is also submitted that fifth respondent is Bhumafia / land grabber and, therefore, in terms of the Government Order dated 01.05.2017, encroachment made by the private respondents be removed. From materials placed on record, we find that the petitioner's grievance is for removal of the alleged encroachment. Whether the fifth respondent is in valid occupation of the property in question or not would be an aspect to be examined by the competent civil court. No administrative authority can be conferred jurisdiction to adjudicate such issues in the name of the land grabber. The petitioner cannot invoke jurisdiction of the administrative authorities for settlement of civil dispute. Consequently, the present writ petition is dismissed.
