Petitioners are ex-servicemen, who were engaged on contract through outsourcing agency to discharge duties as security guard in Government Medical College, Haldwani, District Nainital. 3. Learned counsel for the petitioners points out that some of the petitioners served as security guard in the college for more than 20 years and there are many others who have served for more than 10 years. Learned State Counsel, however, points out that there are many petitioners who were engaged as security guard within last one year. 4. Petitioners are apprehensive that their engagements would be discontinued in view of the e- tender notice, issued by Principal of the College on 01.08.2025 whereby bids were invited for award of contract for security services. 5. Learned State Counsel was asked to get instructions. On instructions, Mr. N.K. Papnoi, learned State Counsel has produced in Court written instructions received from Principal, Government Medical College, Haldwani which is taken on record. 2025:UHC:7532 6. Perusal of instruction reveals that e-tender for outsourcing of security services has been kept in abeyance and assurance has been given that no security personnel outsourced through UPNL should be replaced by new employee and status quo shall be maintained. 7. Having regard to the stand taken by the authority of Government Medical College, Haldwani, reliefs as claimed in writ petition do not survive. 8. Learned counsel for the petitioners submits that persons engaged as security guard through outsourcing agency have not been paid wages since March, 2025. 9. If that is so, pending dues of the petitioners shall be released by the competent authority within six weeks from date of presentation of certified copy of this order before him. 10. The writ petition stands disposed of accordingly. 11. Pending application(s), if any, stand disposed of.
