This application is filed under Section 5 of the Limitation Act, 1963 to condone the delay of 699 days in filing the L.P.A. challenging the order dated 15.02.2022 passed by the learned Single Judge in W.P. (S) No. 995 of 2016. 2. It is stated in the said application that the appellant is a poor person and he could not arrange the required money for filing the appeal within the prescribed period, and after he arranged the money along with the required documents, he met his advocate on 18.03.2023. Thereafter, a criminal revision (sic L.P.A) was filed on 28.03.2023. 3. The applicant could have availed the legal aid, if he did not have requisite money to file the L.P.A. within the prescribed period. The delay of 699 days is inordinate and shows that the applicant was 2025:JHHC:17012-DB 2 negligent in filing the L.P.A. within the prescribed period.
