Heard Mr. Pranesh Kumar Mishra, learned counsel for the petitioner, Mr. Abhishek Srivastava, learned counsel for the respondent nos.2&3 and learned Standing Counsel for the State-respondents. This writ petition has been filed inter-alia for the following reliefs:- "A. Issue a writ, order or direction in the nature of mandamus commanding the Respondent no.2, i.e. Chairman, U.P. Power Corporation Ltd., 14 Ashok Marg, Shakti Bhawan, Lucknow to decide the departmental appeal of the petitioner dated 27.03.2025 within a time bound manner as directed by this Hon'ble Court which has been filed against the punishment order dated 16.03.2024 passed by the respondent no.3. B. Issue a writ, order or direction in the nature of Mandamus directing the respondent no.2 to consider the promotion of the petitioner to the post of Executive Engineer with all the promotional benefits. ......" At the very outset, learned counsel for the petitioner submits that departmental appeal of the petitioner dated 27.03.2025, which is pending before the respondent no.2, may be decided within stipulated period of time.
