DATTA PURKAYASTHA _O_R_D_E_R_ 22/07/2025 Heard Mr. Sankar Bhattacharjee, learned counsel for the petitioners. [2] Mr. D. Sarma, learned Addl. G.A. has appeared for respondent nos.1,3 and 4 and waives service of notice upon them. As agreed by the parties, the case is being disposed of in the motion stage. [3] Mr. Sankar Bhattacharjee, learned counsel for the petitioners submits that all the petitioners appeared in T-TET examination of 2024 and in Multiple Choice Questions (MCQ) against question no.9 of Paper-I, the following question was set: 9. Anarchic theory of intelligence is also known as (A) two-factor theory (B) group factor theory (C) sampling theory (D) None of the above In the answer key which was published by Teachers’ Recruitment Board, Tripura (for short- TRBT) (Annexure 5), the correct option was shown to be option “(D)” i.e. “None of the above”. [4] Mr. Bhattacharjee, learned counsel also referring to the question paper of T-TET examination, 2022, Paper-I (Annexure 8), submits that same question was set against question no.7 of Booklet-A in that examination and in the final answer key published by TRBT (at page-67 of the writ petition), the correct answer of the said question was shown to be option “B” i.e. “group factor theory”. According to Mr. Bhattacharjee, learned counsel, all the petitioners answered that question in the examination of 2024 as option “(B)” “group factor theory” based on the final answer key published in the year 2022. Mr. Bhattacharjee, learned counsel also contends that this answer as written by the petitioners is correct one and finds support in the relevant books on the subject. According to the petitioners, they submitted representation (Annexure 10) to the Chairman of TRBT for correction of said error and for providing due marks against said answer but despite such communication made on 21.06.2025 till date they have not received any reply from the TRBT authority and therefore, the writ petition has been filed. Page 4 of 5 [5] Mr. D. Sarma, learned Addl. G.A. submits that this is a matter required to be examined by experts and thereafter, due decision may be taken by them. Learned Addl. G.A. also submits that he has no objection if the matter is referred to the respondents to get it examined by an expert body of TRBT and to come to the decision thereon against the representation of the petitioners. [6] Mr. Bhattacharjee, learned counsel agreeing with that submission submits that a further scope may be given to the petitioners to place further materials to the respondents authority in support of their contention to justify their claim. [7] Taking note of the submissions of both sides and without giving any opinion or views on the merit of the case, the writ petition is disposed with a direction to the respondent nos.1,3 and 4 to take up the matter of the representation of the petitioners with the Teachers’ Recruitment Board, Tripura i.e. respondent no.2 to get the matter examined by expert body constituted by them (TRBT) and to take a reasoned decision on such representation. The petitioners shall furnish copy of their said representation to respondent no.3 alongwith further materials, if any, to support their claim, within 7(seven) days from today who will refer the matter accordingly to respondent no.2. The decision so taken by the respondents on the representation shall be communicated to the petitioners through petitioner no.1 within 2(two) weeks of receipt of such copy of representation and additional materials, if any, by respondent no.3 from the petitioners. Needless to say, it will be open to the petitioners to approach the appropriate forum, if further grievance persists against the decision on their representation.
