2. The petitioner seeks the remand of the matter back, to the Scrutiny Committee, so as to enable him, to establish his relationship with the validity holder/Neha and one Tejaswini.
3. According to learned A.G.P, the petitioner had neither given genealogy nor proved the same, before the Scrutiny Committee.
4. The fact is that Tejaswini has been granted validity certificate, post the decision impugned herein. As such the petitioner, did not have an opportunity, to establish his relationship, with Tejaswini. So far as regards, validity of Neha is concerned, the Roznama dated 04.07.2024 of the proceedings before the Committee reads thus : 2025:BHC-AUG:28866-DB

5. It is informed by the learned Advocate for the petitioner, that the Committee, inspite of having passed order aforesaid, did not wait until receipt of Vigilance Report in Neha's case and went ahead to decide the matter. The same has caused prejudice, to the case of the petitioner.
6. For all the aforesaid reasons, we are inclined to partly allow the Writ Petition, remanding back, the matter to the Scrutiny Committee.
ORDER (i) The impugned order dated 22.01.2025 passed by Scrutiny Committee, Jalgaon is quashed and set- aside. (ii) The matter is remanded back to the Scrutiny Committee.

(iii) The Committee shall give full opportunity to adduce evidence of his material particulars, whether oral or documentary and decide the same on its own merits, within a reasonable time.
