The petitioner has filed the present petition claiming the following reliefs:- “Civil writ petition under articles 226/227 of the Constitution of India for the issuance of a writ in the nature of mandamus directing the respondent No.1 to 3 to release the complete retiral benefits in all heads to the petitioner arising out of his service along with complete arrears i.e. Gratuity, GIS and arrear of fixation of pay after granting eight years completion service increment and fixation of pay as has vide letter No. 7696 dated 06.02.2024 along with interest @ 18% per annum; It is further prayed that the petitioner is also entitled for interest on the delayed payment of all the retiral benefits and other arrears from the date when the same became due, till its realization in view of full bench Judgment of this Hon'ble Court in A.S. Randhawa Vs. State of Punjab & others reported as 1997 (3) SCT 468.”. Learned counsel for the petitioner submits that petitioner has already served a legal notice dated 12.04.2024 (Annexure P-3) on the respondents but the respondents have not conveyed any decision so far. Learned counsel for the petitioner further submits that he shall be satisfied in case the appropriate directions are issued to respondent No.2 to decide the legal notice dated 12.04.2024 (Annexure P-3) in a time bound manner. 3. Notice of motion. 4. On the asking of the Court, Mr. Satnam Preet Singh Chouhan, DAG, Punjab, who is present in the Court, accepts notice on behalf of the official respondents and has no serious objection to the limited prayer made by learned counsel for the petitioner, at this stage. 5. I have heard learned counsel for the parties and perused the record carefully. 6. At this stage, the writ petition is disposed off with a direction to respondent No. 2 to decide the legal notice dated 12.04.2024 (Annexure P-3) by passing a speaking and well reasoned order within a period of four months from the date of receipt of a certified copy of this order. 7. In case, it is found that the petitioner is entitled to any relief, all consequential benefits may also be granted to him forthwith alongwith some reasonable rate of interest. 8.
