We are informed that during the course of the Writ Petition, the bye-laws have been frozen by the State of Haryana. Once that be the case, we do not find that any cause survives with the petitioners to pursue the present Writ Petition any further. Writ Petition is consequently dismissed and consigned to records. However, liberty stands reserved to the petitioners to seek revival of the present Writ Petition if the grievance still survives. 3.
