1. The petitioner, an Advocate, assails order dated 11.9.2025 (Annexure P-1) passed by Punjab and Haryana High Court Bar Assocation, vide which the decision dated 19.12.2023 taken by the Executive Committee of the Punjab and Haryana High Court Bar Assocation, dismembering the petitioner from the membership of the Bar Association, has been reiterated. The impugned
order (Annexure P-1) reads as under:
“In reference to the order dated 19.12.2023, passed by the then Executive Committee of the Punjab and Haryana High Court Bar Association, Chandigarh, it is bereby reiterated that in its meeting held on the said date, the Committee had unanimously resolved to dismember Ms. Ravneet Kaur, Advocate from the rolls of the Punjab and Haryana High Court Bar Association, Chandigarh. CWP-27604-2025 (O&M) - 2 - Accordingly, letter bearing reference no. 62/2023 HCBA dated 19.12.2023 was issued to her by the then Committee, formally communicating the said decision. It is further clarified that the dismemberment order dated 19.12.2023 has neither been revoked nor set aside till date and, therefore, continues to remain operative and in force. In view of the above, the decision of the Executive Committee dismembering Ms. Ravneet Kaur, Advocate from the membership of the Bar Association shall continue to have full effect. Additionally, as per Clause (c), Part-III of the Rules of the Bar Association, upon removal or expulsion of any member, there is an absolute forfeiture of all facilities of the Bar Association for such member. Accordingly, the Accounts Office as well as all other Office staff are hereby directed to ensure strict compliance with the above order. ”

A perusal of the array of respondents shows that respondents No.1 to 5 have been arrayed in their personal capacity and the Punjab and Haryana High Court Bar Association has not been arrayed therein. Respondents No.6, 7 and 8 have been arrayed by their designation being DGP Chandigarh, SSP Chandigarh and SHO Police Station Sector 3, Chandigarh. 3. Having regard to the reliefs sought by the petitioner, the necessary party apparently would have been the Punjab and Haryana High Court Bar Association, who for reasons best known to the petitioner has not been impleaded as a party to the instant petition and the petitioner has chosen to implead some office bearers and some Advocates as a party in their personal capacity. 4. The petitioner, who appears in person could not furnish any justifiable reason for not having impleaded Punjab and Haryana Bar Association as a party.
The petition, as such, deserves to be dismissed for non-joinder of necessary parties. 5. Additionally, we find that the order impugned before this Court i.e. order dated 11.9.2025 (Annexure P-1) is merely an order reiterating the earlier
order dated 19.12.2023, vide which petitioner had been dismembered but said primary order dated 19.12.2023 is not being assailed. The petition, under these circumstances, thus also merits dismissal.
