Mr. Sunil Mohan Goel, Sr. Advocate, with Mr. Raman Jamalta, Advocate, for respondent No.2. ____________________________________________________ Sandeep Sharma, Judge(oral): Though facts of all these petitions are very much common, but for the sake of clarity and for taking note of documents adduced on 1Whether the reporters of the local papers may be allowed to see the judgment? 3 record at the behest of the petitioners, this Court, with the consent of learned counsel for the parties, shall be referring to the facts of lead case i.e. CWP No.2340 of 2024, titled as “Vikas Thakur v. State of Himachal Pradesh and Others”, whereby petitioner has prayed for following main reliefs: “I. That Appropriate writ, order and directions may kindly be issued thereby restraining and prohibiting the respondents-authorities from giving effect to the Notification date 9.06.2022 (Annexure P-5); and II. That Appropriate writ, order and directions may kindly be issued to quash and set-aside Notification dated 9.06.2022 (Annexure P-5); and III. That Appropriate writ, order and directions may kindly be issued thereby ordering and directing the respondents-authorities to implement the notification dated 3.01.2022 coupled with fitment table therein, and the pay scale of the petitioner i.e., Rupees 10300-34800/- and a grade pay allowance of Rupees 3200/- (later enhanced to Rupees 3600/-), be enhanced to the comparative/revised pay scale of Rupees 15600- 39100/- along with a grade pay allowance of Rupees 5400/-, w.e.f., due date i.e., 1.01.2016, in favour of the petitioner; and” 2. Vide order dated 20.03.2024, this Court directed the respondents to file reply on or before the next date of hearing i.e. 29.05.2024, but Mr. Sunil Mohan Goel, learned Senior Counsel representing the respondent/Bank, states that for redressal of grievance of the petitioner(s), as has been highlighted in the present petition and further canvassed by Mr. Neel Kamal Sood, learned Senior Counsel, duly assisted by Mr. Vasu Sood, learned counsel representing petitioner(s), the Managing Director, H.P. State Cooperative Bank, shall constitute a committee for resolution of anomaly of pay among Contractual Employees and Regular Employees appointed on 4 Compassionate Grounds. He further states that Committee appointed by Managing Director, H.P. State Cooperative Bank, shall take appropriate decision expeditiously. 3. Having carefully perused averments of the petitions, this Court finds that petitioner(s) herein are aggrieved on account of pay anomaly inter se contractual employees and regular employees. Since, having taken note of afore grouse of the petitioner(s), Managing Director, H.P. State Cooperative Bank, shall be constituting a committee on or before 15.10.2025, this Court deems it fit to dispose of the present petitions with the direction to the committee, to be constituted by Managing Director, H.P. State Cooperative Bank, to conclude its proceedings expeditiously, preferably within a period of three months, from the date of constitution of Committee. Ordered accordingly. In case, petitioner(s) herein still remain(s) aggrieved, they shall have liberty to approach this Court in appropriate proceeding.
