Heard Sri Siddharth Rai, learned counsel for the petitioner and Sri Jitendra Singh, learned Additional Chief Standing Counsel. 2. This is the second round of litigation. 3. Petitioner has earlier approached this Court by way of filing a Writ-C No.32399 of 2024, Karan @ Shankar Sharan Vs. Board Of Secondary Education Uttar Pradesh And 3 Others, which was disposed of vide order dated 26.9.2024 that claim of the petitioner for change of his name be considered in accordance with law. 4. It is not under much dispute that petitioner has passed High School Examination in the year 2019 and Intermediate in the year 2021 with the name 'Shankar Sharan' and for the first time in the year 2024 i.e. after four years he has approached this Court to change his name. 5. Learned counsel for the petitioner submitted that a Gazettee notification in regard to change of name was published on December, 2, 2022 i.e. within three years. However, counsel for the petitioner is not able to much dispute that for the first time he has approached concerned respondent in the year 2024. 6. Claim of the petitioner was rejected by the impugned order dated 5.12.2024 on ground of delay in submitting the application for change of name. 7. Court takes note of Regulation 7 Chapter 3 of Intermediate Education Act, 1921 which provides procedure for change of name within prescribed time limit i.e three years and admittedly application was filed beyond the said period. Reference made to the other clause of the Act, 1921 about change of name is also not applicable, therefore, there is no illegality in the impugned order.
