This application has been filed under Section 151 of the Code of Civil Procedure, 1908 (for short ‘CPC’) for preponing the date of hearing fixed from 22.12.2025 to some earlier date. 2. In view of the averments made in the application, same is allowed and date of hearing is preponed from 22.12.2025 to today. The main petition is taken on board for final disposal today itself. Instant civil writ petition has been filed under Articles 226/227 of the Constitution of India for issuance of a writ in the nature of mandamus directing the respondents to consider the claim of the petitioner for appointment on a Group-C post on the basis of his qualification from the date, when his similarly situated persons were appointed, in view of the policy dated 14.02.2012 (Annexure P-6) and judgments dated 26.11.2015 & 18.10.2016 passed in CWP-6505-2013 (Dharmender Singh Vs. State of Haryana and others) and LPA-1297-2016 (Haryana Power Generation Corporation Ltd. and others Vs. Dharmender Singh and another) (Annexures P-8 & P-9 respectively) as well as the judgment dated 07.08.2023 passed in CWP-5001-2017 (Satender Vs. State of Haryana and others) (Annexure P-10) along with all the consequential benefits and to pay the arrears @18% per annum. 5. Learned counsel for the petitioner relies upon a judgment passed by the Coordinate Bench of this Court in Satender Vs. State of Haryana and VISHNU 2025.09.12 18:46 I attest to the accuracy and integrity of this document Punjab and Haryana High Court, Chandigarh CWP-25901-2023 -3- others, CWP-5001-2017, decided on 07.08.2023 (Annexure P-10), wherein a direction was issued to the respondent-Corporation to examine the eligibility of the petitioners therein and to pass a speaking order, after affording an opportunity of hearing, in a time bound manner and submits that case of the petitioner is on similar footing. 6. Learned counsel for the petitioner submits that at this stage, the petitioner would be satisfied if the representation dated 06.10.2023 (Annexure P-11) submitted by him is decided by respondent No.2 by passing a speaking order, after affording an opportunity of hearing, in a time bound manner. 7. Learned counsel for respondents No.2 to 4 submits that case of the petitioner would be considered in terms of the judgment passed in Satender’s case (supra) and has no objection, in case a direction is issued to respondent No.2 to consider and decide the representation dated 06.10.2023 (Annexure P-11) in a time bound manner, by passing a speaking order, in accordance with law. 8. In view of the limited prayer made by learned counsel for the petitioner, present petition is disposed of and respondent No.2 is directed to consider and decide the representation dated 06.10.2023 (Annexure P-11) in terms of the judgment passed by this Court in Satender’s case (supra) and pass a speaking order, after affording an opportunity of hearing to the petitioner, within a period of three months from the date of receipt of certified copy of this order.
