The petitioners have filed the present writ petition under Articles 226/227 of the Constitution of India with a prayer to issue a writ in the nature of Mandamus directing the respondents to immediately extend to the petitioners all statutory benefits contained in the Punjab Civil Service Rules includes Assured Career Progression Scheme, New Pension Scheme or Old Pension Scheme, as applicable to regular government employees based on their date of appointment, Contributory Provident Fund and appropriate deductions for Provident Fund, all types of leaves and allowance, Gratuity, Ex-Gratia Grant, consideration for appointment on compassionate basis in case of the death of a serving official, as per extent rules applicable to regular government employees. A further prayer has been made to direct the respondents to frame and publish a comprehensive Seniority List for the Computer Faculty, determined precisely on the basis of their respective dates of initial appointment to regular service. A further prayer has been made to direct the respondents to re-fix the Grade Pay of the petitioners at par with Vocational Masters, who possess equivalent qualifications with retrospective effect from the date such revision was granted to Vocational Masters, along with all resulting arrears and consequential benefits. 2. Learned counsel for the petitioners submits that the petitioners have already submitted a representation dated 19.05.2025 (Annexure P-11) on the respondents and he shall be satisfied in case, appropriate directions are issued to the respondents to decide their representation dated 19.05.2025 (Annexure P-11) in a time bound manner. 3. Notice of motion. 4. On the asking of the Court, Mr. Satnampreet Singh Chauhan, DAG, Punjab, who is present in the Court, accepts notice on behalf of the respondents and has no serious objection to the limited prayer made by learned counsel for the petitioners. 5. I have heard learned counsel for the parties and perused the record carefully. 6. At this stage, respondent No.2 is directed to decide the representation dated 19.05.2025 (Annexure P-11) submitted by the petitioners, within a period of four months from the date of receipt of certified copy of this order, by passing a speaking and well reasoned order. It is expected that respondent No.2 shall pass a speaking and well-reasoned order by taking into consideration the relevant rules, instructions and the settled law.
