Learned Senior Counsel appearing on behalf of the petitioners in the clarification petition would submit that the petitioners would fall under a different category in pursuance to the order of the District Collector, Puducherry. 4. The merits raised in this regard need not be adjudicated in the present clarification petition. The petitioners are third parties to the writ petition and more so the rights relating to them are not being adjudicated in the writ petition.
