Present Mr. K. Kishan, learned counsel for the petitioner and Mr. Kh. Tarunkumar, learned senior counsel assisted by Mr. Rustam, learned counsel for respondent No. 1. [2]
Mr. K. Kishan, learned counsel for the petitioner, submits that MC(Cont.Cas(C) No. 4 of 2024, inter-alia praying for stay of appointment to suspend the pending direct recruitment/appointment orders of the Manipur Legislative Assembly till the final disposal of this contempt petition, etc., may be permitted to be dismissed as withdrawn with liberty to file a fresh one due to certain defect in the contempt petition. [3]
Mr. Kh. Tarunkumar, learned senior counsel for the petitioner, has no objection. [4]
Accordingly, MC(Cont.Cas(C) No. 4 of 2025 is dismissed as withdrawn with liberty to file a fresh one, if advised so. [5]
The petitioner also filed MC(Cont.Cas(C) No. 26 of 2025 for impleading Shri Rohit Sapam, Secretary, Manipur Legislative Assembly as a respondent in Cont.Cas(C) No. 91 of 2024. It is
submitted that earlier Secretary Shri K. Meghajit Singh, has demitted office on superannuation and the new incumbent is required in the pending contempt petition for proper adjudication of the case. [6]
Mr. Kh. Tarunkumar, learned senior counsel appearing on behalf of respondent No. 1, submits that this Court may pass appropriate order. [7]
This Court has perused the application and since Shri Rohit Sapam as a new incumbent Secretary, Manipur Legislative Assembly, his presence will be required in disposing the present contempt petition. [8]
Accordingly, MC(Cont.Cas(C) No. 26 of 2025 is allowed. [9]
Shri Rohit Sapam, Secretary, Manipur Legislative Assembly is impleaded as respondent No. 2 in Cont.Cas(C) No. 91 of
2024. [10]
Registry is directed to incorporate the same in the cause title. [11]
Issue notice to the newly impleaded respondent No. 2. [12]
Petitioner is directed to take step to the newly impleaded respondent No. 2 by speed post within one week and file affidavit of proof of service. [13]
List Cont.Cas(C) No. 91 of 2024 on 20.02.2026.
