The instant petition is for the following reliefs:- “a) Issuance of appropriate Writ, Order and 1 or Direction for Restoration of Daily Inmate Phone Call Facility and Weekly E-Mulakat Facility to the Convict Farroz Ahmed @ Firoz @ Farooq S/O Gulam Nabi @ Gulam Nabi Bhat; b) Pass such other or further order/orders as this Hon 'ble Court may deem fit in the larger interest of justice.” 2. After issuance of notice, the reply was filed. However, there was no effective hearing in the meantime. It appears that substantial time has elapsed since the impugned decision was taken.
