JUSTICE WASIM SADIQ NARGAL, JUDGE ORDER 28.01.2026 1. The record reveals that the respondents, while filing a fresh compliance report, have admitted liability to the tune of Rs. 8.50 lacs. In addition, a specific stand has been taken by the respondents in the instant contempt petition, in the said compliance report, that the Assistant Commissioner, Panchayats, Jammu, vide communication dated 10.10.2025, directed the Directorate of Rural Development Department, Jammu, to release an amount of Rs. 8.50 lacs from the 14th Finance Commission funds to the Block Development Office, R.S. Pura, in compliance with the order passed by this Court on 20.07.2024 in favour of the petitioner. 2. Though the respondents have admitted the liability of Rs. 8.50 lacs, the said amount has not been released in favour of the petitioner till date. Accordingly, this Court, vide order dated 15.12.2025, directed respondent No. 2 to release the aforesaid amount in favour of the petitioner on or before the next date of hearing, failing which respondent No. 2 was directed to appear in person or through virtual mode on the date fixed. Today, when the instant contempt petition was taken up, respondent No. 2, Ms. Shehnaz Akhter, Director, Rural Development Department (RDD), Jammu, appeared through virtual mode and assured the Court that the admitted liability to the tune of Rs. 8.50 lacs shall be released in favour of the petitioner. She accordingly sought three weeks’ time to comply with the aforesaid order in letter and spirit, stating that the matter has already been taken up with the Administrative Department. 4. In light of the assurance extended by respondent No. 2, Director, Rural Development Department (RDD), Jammu, no useful purpose would be served in keeping the present contempt petition pending. Accordingly, the contempt petition is disposed of with a direction to respondent No. 2, Director, Rural Development Department (RDD), Jammu, to release the admitted liability of Rs. 8.50 lacs in favour of the petitioner within a period of three weeks from today. 5. The proceedings in this contempt petition are, accordingly, closed. Rule, if any, shall stand discharged. Personal appearance of respondent No. 2 is dispensed with. 6. However, it is made clear that in case the aforesaid amount is not released in favour of the petitioner within the stipulated period, the petitioner shall be at liberty to seek revival of the instant contempt petition, and in that event, this Court shall be constrained to take coercive measures against respondent No. 2.
