When the matter is taken up for hearing today, the learned counsel appearing for the petitioner submits that the very same issue is pending before the second respondent, namely, the Joint Commissioner, Hindu Religious and Charitable Endowments. Hence, this Court may grant liberty to the petitioner to raise all the grounds before the second respondent in pending proceedings under Section 78 of the Hindu Religious and Charitable Endowments Act.
