JUSTICE KARDAK ETE ORDER Date : 02.07.2026 Heard Mr. K. Moses, learned counsel for the petitioner. Also heard Ms. P. Pangu, learned State Counsel for respondent Nos. 1 to 4, and Ms. M. Karbak, learned counsel for respondent No. 5. Challenge made in this writ petition is to the decision of the Tender Selection Committee dated 29.02.2024, recommending M/s F. B. Enterprises, respondent No. 5 herein, for supply of “Pre School Kits” pursuant to the NIT dated 15.01.2024, issued by the Secretary, Women & Child Development Department, Government of Arunachal Pradesh, as well as the consequential award of the work in favour of respondent No. 5 vide letter dated 13.03.2024. It is submitted at the Bar that the work for supply of the Pre School Kits Page No.# 3/3 pursuant to the aforesaid NIT has already been executed and was completed on 03.09.2024. In view of above, the writ petition has become infructuous. However, if the petitioner claims to have suffered any loss or damage on account of the impugned action may approach the competent Civil Court that may be permissible under the law. Accordingly, writ petition stands closed as infructuous, with a liberty to the petitioner to approach the appropriate forum, if so advised, as may be permissible under the law.
