Ms. K.Bhawani … for the petitioner Ms. Babita Das … for the respondent nos.1 & 3 Mr. Rakesh Kumar … for the respondent no.2 February 25, 2026 [AKB] Item No.14 The present petitioners herein were Daily Rated Mazdoors of Animal Husbandry and Veterinary Dispensary of North Andaman. Earlier they were disengaged illegally and the matter was referred to Conciliation Officer. During conciliation process a settlement had been arrived between the parties. In view of the said settlement, writ petitioners were again engaged as Daily Rated Mazdoors for six months from 03.01.2020 to 30.06.2020. Even after engagement, they were further disengaged from 01.07.2020 without any valid reasons and for that reason they have made several representations before the authorities for engagement since disengagement was illegal and not sustainable in law since, the respondents have appointed several fresh candidates depriving the present petitioners after their disengagement. On the other hand, learned counsel appearing on behalf of the respondents submits that these petitioners were engaged 2 through outsource as per settlement, so they cannot claim for their service as regular employee. According to the contention of the respective parties’ matter is still pending under consideration of the Conciliation Officer, so writ petition may be disposed of directing upon the Conciliation Officer to decide and come to a final logical conclusion on the issue involved. In the above backdrop, it is useless to keep this writ petition pending. The same may be disposed with a direction upon the Conciliation Officer to conclude the proceeding pending before him within three months from the date of communication of this order in accordance with law. With the above observation, the writ petition being WPA/490/2024 is disposed of. The Conciliation Officer is directed to conclude the proceeding pending before him as directed above without any delay. (Ajay Kumar Gupta, J.)
